Application for Funding

The City of Royal Oak is now accepting applications to provide financial assistance to agencies and departments that assist the city in accomplishing its Community Development Block Grant (CDBG) goals for the upcoming program year (July 1, 2026 - June 30, 2027). The application deadline is February 27, 2026. The "Funding Application" is located on the right hand side of this webpage. 

Consolidated Plan

The plan covers a five year period and describes community needs, resources, priorities, and proposed activities to be undertaken each program year via an annual action plan. 

Annual Action Plan

The annual action plan describes the funding levels and activities to be undertaken during individual upcoming program year for the CDBG program to address the priority needs and objectives as outlined in the consolidated plan.


Environmental Review Record (ERR)

The Housing and Urban Development Act of 1974, as amended, requires that applicants for funds under the CDBG program undertake an environmental assessment for activities.


The environmental review records follows the format established by the HUD publication, "Environmental Review Guide for Community Development Block Grant Programs" and other applicable HUD guidance documents. The goal of this particular assessment is to provide the basis for a "finding" as to whether the request for funds for the activities: is not an action which may significantly affect the quality of the human environment or is an action which may significantly affect and therefore, will require an Environmental Impact Statement. Due to the file size, the supporting documentation related to the ERR is not able to be posted to the city's website. Interested parties may contact the planning division to obtain a digital copy if interested.

Consolidated Annual Performance and Evaluation Report (CAPER)

CAPER describes annual action plan activities that occurred between July 1st and June 30th of each program year / fiscal year for the CDBG program. The CAPER includes the status of the city's efforts toward implementing HUD's performance measurement system requirements and is considered a year end summary of the prior program year.


Citizen Participation Plan

The citizen participation plan describes the policies and procedures for involving citizens in the critical planning issues and funding recommendations related to the CDBG program. 


Affirmatively Further Fair Housing 

HUD's April 2, 2025 interim final rule returns to the original understanding of what the statutory Affirmatively Furthering Fair Housing certification was prior to 1994 - a general commitment that grantees will take active steps to promote fair housing. The "interim final rule does not, however, reinstate the obligation to conduct an Analysis of Impediments or mandate any specific fair housing planning mechanism". The City of Royal Oak must continue to affirmatively further fair housing as and to the extent required by the Fair Housing Act. The city must annually report activity which promoted fair housing. 


Section 3

A compliance guide to Section 3 requirements provides a description of the requirements and a copy of the required form. 


Section 3 is a provision of the Housing & Urban Development Act of 1968. The purpose of Section 3 is to ensure that employment and other economic opportunities generated by financial assistance from programs administered by the U.S. Department of Housing & Urban Development, such as the Community Development Block Grant program, be directed to low- and very low-income persons and businesses which provide economic opportunities to such persons.
