2023 Construction Project Map available now!

Use the map above to see if a project is affecting your street. The city realizes construction will be an inconvenience and all efforts to expedite the work will be utilized to minimize traffic conflicts and access to various properties abutting the project.

Notices of Construction have been mailed to affected residents and copies are available online here.

CAP2306 Rochester Road

Rochester Road will be reconstructed from N. Main Street to 13 Mile Road this year, and the road will be converted to a 3-lane roadway. Bike lanes are not included as part of the project and curbs will be moved inward to create more green space. The scope of work includes:

  • Installing new water main from Dewey Street to 12 Mile Road
  • Replacing curbing, driveway approaches and sidewalk ramps
  • Resurfacing the roadway with asphalt
  • Two new pedestrian crossing islands
  • Rain gardens
  • New on-street parking adjacent to Wagner Park
  • Striping the roadway as a three-lane road (one lane in each direction with a center turn lane)

Turn Restrictions and Closures:

Left turns will not be allowed for northbound and southbound traffic at 12 Mile Road, Girard Avenue and at 13 Mile Road during construction to avoid backups. Northbound Rochester Road will be completely closed between Gardenia Avenue and Dewey Street. Local access to the Oakview Cemetery and Walgreens will remain open.

Work is scheduled to begin the week of April 17th and extend to November 2023.

CAP2308 Major Road Improvements

The city will be improving the following major roads this year:

  • Vinsetta Boulevard - Woodward to 12 Mile
  • Normandy Road - Coolidge to Crooks
  • Lincoln Avenue - Lafayette to Knowles

This project includes asphalt resurfacing, concrete pavement repair, curbing, driveway approaches, sidewalk & ramps, and lawn restoration. New water main will also be installed on Normandy Road between Delemere and Crooks.

Vinsetta Boulevard:

At Woodward Avenue, Vinsetta will be reconfigured to intersect Woodward at a right-angle. After construction, drivers in the right-turn lane on Woodward will only be able to turn onto Catalpa Drive. Drivers will use the eastern most thru-lane to turn right onto Vinsetta.

Bumpout curbing and grass will be installed at various locations along the corridor to narrow the travel lane in an effort to reduce speeding on the road.

Work on Vinsetta Boulevard is scheduled to begin the week of April 10th. The contractor plans to begin with concrete removal work, starting near Woodward and working northeast towards 12 Mile.

Normandy Road:

New water main will be installed as part of this project between Delemere and Crooks. 

Several median islands with plantings will be installed to calm traffic and provide easier crossings for pedestrians. The solar powered flashing beacon currently installed near Durham Road will be relocated to the new crossing island being installed between Elmhurst & Linwood to assist with access to Normandy Oaks Park.

Normandy Road will be closed to thru traffic throughout construction. Residents with driveways on Normandy will still be able to enter the construction zone via the side streets to access their property. Businesses should direct their patrons, employees and deliveries to use Coolidge to access Normandy Road to minimize conflicts with construction work.

Water main work on Normandy Road is scheduled to begin the week of  April 17th.

Lincoln Avenue:

A median island with plantings will be installed just east of Troy Street to calm traffic and provide easier crossings for pedestrians.

Work on Lincoln Avenue is tentatively scheduled to begin in mid-May.

CAP2305 Concrete Repair Program

This project is scheduled to begin the week of April 10th. The contractor plans to begin work in the northwest corner of the target area and work their way south.

Work will only be performed on one side of the street at a time, to maintain access for residents throughout construction. Only the worst sections of concrete pavement will be removed and replaced, not the entire roadway. If driveway access will be affected, residents will be notified the day beforehand via doorhanger.

CAP2310 Water Main Improvements

The city will be installing new water main on the following streets:

  • Longfellow - between Harrison and Parent
  • Sixth Street - between Knowles and Alexander
  • W. Houstonia - between Beechwood and N. Main Street

Water main installation is scheduled to begin on Longfellow first, the week of April 17th. 

CAP2315 Asphalt Resurfacing

The project streets shown in purple on the project map have been divided into three phases as shown below. Work is planned to begin on Phase 1 streets starting the week of May 1st.

CAP2335 Road Reconstruction

The city will be completely reconstructing the project streets shown in green on the project map this summer. Work is scheduled to begin the week of April 17th on Parkdale (N. Vermont to N. Wilson). New water main work will also begin on Woodsboro (Forestdale to end).

CAP2302 Sidewalk Improvement Program

The sidewalk improvement program is tentatively scheduled to begin in June. Notices of Construction with estimates will be mailed to property owners in April.

RCOC Greenfield & Normandy Roundabout

The Road Commission for Oakland County (RCOC) will be installing a roundabout at the intersection of Greenfield Road and Normandy Road this summer. The intersection will close when construction begins, the week of June 12th.


Some trees will have to be removed from Fries Park to facilitate construction. This work is scheduled for the week of April 10th. The city plans to plant replacement trees in Fries Park after the project is complete this fall.
