ROPL does not have Freegal in its budget because our revenues have been declining (over $300,000 in the past several years).  We have been forced to make substantial cuts in expenditures for books, dvds, cds, databases, magazines, etc.  Freegal would cost the library about $7,000 a year.  We realize it is a popular service at many libraries and we will take it under consideration when our budget is not as lean as it is now.
